10月19日下午，为进一步推动“两个总部基地”建设，在海南省外办、海南国际经济发展局的指导下，在海南省人民政府、海口江东新区、美兰区人民政府、海南省投资协会的支持下，全球贸易之窗举办“海南自由贸易港助力“两个总部基地”建设论坛”。活动为“海南自由贸易港东南亚投资中心”在全球贸易之窗正式落成举行挂牌仪式。

On the afternoon of October 19, in order to further promote the construction of "Two Headquarters Bases", under the guidance of Foreign Affairs Office of Hainan Province and Hainan Provincial Bureau of International Economic Development (Hainan IEDB), and with the support of The People's Government of Hainan Province, Haikou Jiangdong New Area, People’s Government of Meilan District, and The  Investment Association of Hainan, Windows to Global Trade held the Hainan Free Trade Port "Two Headquarters Bases" Construction Forum. The event officially inaugurated the "Hainan Free Trade Port Southeast Asia Investment Center" at the Windows to Global Trade.

此次论坛汇聚东南亚及海外相关协会组织、专家智库、企业代表，围绕海南如何打造“两个总部基地”进行探讨，为推动海南与国际间的经贸合作发展提供重要的交流平台。

  The forum gathered relevant associations, expert think tanks, and business representatives from Southeast Asia and overseas to discuss how to build "Two Headquarters Bases" in Hainan, providing an important exchange platform for promoting economic and trade cooperation between Hainan and the international communities.

海南省政协秘书长罗时祥在致辞中表示海南具有广阔的发展空间，打造“两个总部基地”对海南自由贸易港与东南亚地区的发展具有重要意义。全球贸易之窗、海口江东新区分别进行品牌与项目推介，同时详细介绍了海南自贸港不断优化的营商环境与广阔的发展前景，为各地企业来琼投资兴业注入信心。

  Luo Shixiang, Secretary-General of the Hainan Provincial, said that Hainan has a broad space for development, and building "Two Headquarters Bases" is of great significance to the development of Hainan Free Trade Port and Southeast Asia. Window to Global Trade and Haikou Jiangdong New Area introduced their brands and projects respectively, and introduced the continuously optimized business environment and broad development prospects of Hainan Free Trade Port in detail, which injucted confidence into enterprises from all over the world to invest in Hainan.

海南自由贸易港东南亚投资中心的成立旨在搭建一个海南与东南亚等境外国家和地区之间分享海南自贸港政策和商机的交流平台，将重点发挥以下作用：为东南亚等境外国家和地区企业来琼投资及中国企业投资东南亚等境外国家和地区提供咨询和服务；与东南亚及境外各国和地区互设商务代表处，为入驻机构和企业提供便利化措施；加强和深化同东南亚等境外国家和地区政府部门、商协会、投资促进机构、境外驻我和我驻外使领馆的联系，推动与东南亚等境外国家和地区交流与合作。

The establishment of Hainan Free Trade Port Southeast Asia Investment Center aims to build an exchange platform for Hainan and Southeast Asia and other overseas countries and regions to share the policies and business opportunities of Hainan Free Trade Port, and will focus on the following roles: Provide consultation and services for enterprises from Southeast Asia and other overseas countries and regions to invest in Hainan and Chinese enterprises to invest in Southeast Asia and other overseas countries and regions; To set up business representative offices with Southeast Asian and overseas countries and regions to provide facilitation measures for resident institutions and enterprises; Strengthen and deepen contacts with government departments, business associations, investment promotion agencies, Chinese Consulate and consulates stationed abroad in Southeast Asia and other overseas countries and regions, and promote exchanges and cooperation with Southeast Asia and other overseas countries and regions.

中国—东盟中心秘书长史忠俊表示，海南与东南亚国家经贸往来频繁，在热带农业、清洁能源等领域的经贸联系不断扩展，产业链、供应链深度融合。海南自由贸易港东南亚投资中心应做好自贸港政策和“两个总部基地”的宣传工作，帮助东盟及中国企业深化对海南自贸港和“两个总部基地”的了解和认同，积极帮助企业解决实际困难，推动中国企业走向东盟，吸引更多的东盟企业进入中国。

 Shi Zhongjun, Secretary-General of the China- ASEAN Center, said that Hainan has frequent economic and trade exchanges with Southeast Asian countries, expanding economic and trade ties in tropical agriculture, clean energy and other fields, and deeply integrating industrial chains and supply chains. Hainan Free Trade Port Southeast Asia Investment Center should do a good job in publicizing the Free Trade Port policies and the "Two Headquarters Bases", help ASEAN and Chinese enterprises to deepen their understanding and recognition of  Hainan Free Trade Port and the "Two Headquarters Bases", actively help enterprises solve practical difficulties, promote Chinese enterprises to enter ASEAN, and attract more ASEAN enterprises to enter China.

在分享环节，九三学社海南省委员会、海南大学、阿联酋国际投资年会中国办公室、海南省金融发展促进会等相关负责人，围绕“海南如何打造“两个总部基地”，促进国内国际市场更好联通”分别进行主旨演讲，为海南自由贸易港国际化发展提供了良好的思路。

 In the sharing session, relevant leaders of the Hainan Provincial Committee of the  Jiusan Society, Hainan University, the China Office of the UAE (United Arab Emirates) International Investment Annual Conference, the Hainan Financial Development Promotion Association made keynote speeches on how to build “Two Headquarters Bases” in Hainan and promote better connectivity in domestic and international markets, which provide a good ideas for the international development of Hainan Free Trade Port.

阿联酋国际投资年会中国区办公室尹慕言主任、中非经济贸易工作委员会李婷副主任在采访中表示，基于海南多元的开放环境与优势条件，将以海南自由贸易港作为重要战略要地，促进更多地区与协会相关企业入驻落地与长足发展，为双总部基地提供助力。

Yin Muyan, Director of the China Office of the UAE International Investment Annual Conference and Li Ting, Deputy Director of the China-Africa Economic and Trade Working Committee, said in an interview that based on Hainan's diverse open environment and advantages, Hainan Free Trade Port will be taken as an important strategic place to promote the landing and long-term development of more regional and association-related enterprises and provide assistance for the dual headquarters base.

全球贸易之窗作为海南省“百国千企”的首个载体，成立“海南自由贸易港东南亚投资中心”将为海内外企业双向投资、落地海南提供各项支持服务；同时发挥枢纽作用，搭建交流平台，更好地促进国内外企业资源链接，共谋发展。

 As the first carrier of " Hundreds of Nations and Thousands of Enterprises" in Hainan Province, the establishment of "Hainan Free Trade Port Southeast Asia Investment Center" will provide various support services for the two-way investment of domestic and overseas enterprises and their landing in Hainan; at the same time, it will play a pivotal role, build a communication platform, better promote the resource links between domestic and foreign enterprises, and seek common development.
