近日，海南清普生物科技有限公司（简称“海南清普”）与海南双成药业股份有限公司（简称“双成药业”）在海口签署凝胶产线项目合作协议，标志着海南自贸港建设投资基金、海口市高质量发展建设投资基金与海口国家高新区联合推动的首个生物医药 MAH 项目正式落地海口国家高新区。

Recently, Hainan Qingpu Biotechnology Co., Ltd. (referred to as “Hainan Qingpu”) and Hainan Shuangcheng Pharmaceutical Co., Ltd. (referred to as “Shuangcheng Pharmaceutical”) signed a cooperation agreement for a gel production line project in Haikou. This marks the official launch of the first bio-pharmaceutical MAH (Marketing Authorization Holder) project in the Haikou National High-tech Zone, promoted by the Hainan Free Trade Port Construction Investment Fund, the Haikou High-Quality Development Construction Investment Fund, and the Haikou National High-tech Zone.

据介绍，海南清普是海南自贸港建设投资基金及海口市高质量发展建设投资基金联合已投子基金即中启（海口）高新区科创基金，通过基金投资带动 MAH 模式招商返投的首个案例。在该招商模式中，中启（海口）高新区科创基金作为领投方对南京清普生物科技有限公司（下称“南京清普”）投资 6000 万元。南京清普则在海口落地全资子公司——海南清普，并实缴注册资本 6000 万元。南京清普将一款重要新药管线 QP5113 转移至子公司海南清普，QP5113产品获批上市后，将委托符合生产条件的海南企业进行生产供应。同时，南京清普将某核心管线的 CDMO 服务委托给双成药业。新产线满产后，预计为海南清普公司创造年收入约 1.5 亿元，并带动更多本地人才实现“家门口”就业。

According to the introduction, Hainan Qingpu is the first case of attracting investment through fund investments in the MAH model jointly invested by the Hainan Free Trade Port Construction Investment Fund and the Zhongqi (Haikou) High-tech Zone Science and Technology Innovation Fund, an invested subsidiary fund of the Haikou High-Quality Development Construction Investment Fund. In this investment model, the Zhongqi (Haikou) High-tech Zone Science and Technology Innovation Fund, as the lead investor, invested 60 million yuan in Nanjing Qingpu Biotechnology Co., Ltd. (referred to as “Nanjing Qingpu”). Nanjing Qingpu established a wholly-owned subsidiary in Haikou—Hainan Qingpu, with a fully paid registered capital of 60 million yuan. Nanjing Qingpu will transfer an important new drug pipeline, QP5113, to its subsidiary Hainan Qingpu. Once the QP5113 product is approved for the market, it will be produced and supplied by qualified Hainan enterprises. Additionally, Nanjing Qingpu will entrust the CDMO services for a core pipeline to Shuangcheng Pharmaceutical. Once the new production line reaches full capacity, it is expected to generate an annual income of about 150 million yuan for Hainan Qingpu and create more local employment opportunities.

记者了解到，本次合作签约是海南自贸港建设投资基金和海口市高质量发展建设投资基金推动资本招商的新模式、新方法。海南省市两级政府基金、中启资本、被投企业及合作方将依托海南自贸港政策优势和产业资源禀赋，充分发挥各方专业能力，实现优势互补、产业合作，切实推动地区产业转型升级。下一步，海南省、市两级政府基金还将联合各方，探索更多“资本招商”的特色实践模式。

This cooperation agreement represents a new model and method of capital-driven investment promotion by the Hainan Free Trade Port Construction Investment Fund and the Haikou High-Quality Development Construction Investment Fund. The provincial and municipal government funds of Hainan, Zhongqi Capital, the invested enterprises, and their partners will leverage the policy advantages and industrial resources of the Hainan Free Trade Port, fully utilizing their professional capabilities to achieve complementary advantages and industrial cooperation, thereby promoting regional industrial transformation and upgrading. Next, the provincial and municipal government funds of Hainan will continue to collaborate with various parties to explore more distinctive practices of “capital-driven investment promotion.”
