(1) Hainan residents

30% prepayment is required for the first apartment; the second suite is subject to the regulations of different city, county and bank. (2) Non-Hainan residents

(1) Cities and counties of Category 1(Haikou, Sanya and Qionghai) : Each family should only purchase one set of real estate, the down payment proportion shall not be less than 70%. And the transfer shall be prohibited within 5 years from the date of obtaining the real estate certificate. If you buy a real estate in the restricted area of the city, you should pay personal income tax or social insurance for 60 months or more in the city.

(2) Cities and counties of Category 2 (Wuzhishan, Baoting, Qiongzhong, Baisha):  The real estate can only be sold to residents of these cities (counties)

(3) Other cities and counties of Category 3: Each family should only purchase one set of real estate, the down payment proportion shall not be less than 70%. And the transfer shall be prohibited within 5 years from the date of obtaining the real estate certificate. 

(3) Talents introduction and settlement

1）If there is a need of foreign resident to buy a real estate, by the policy of introduction of talents in Hainan, talent is directly qualified to buy a real estate. After settling down, talent can enjoy the same policy as local people to buy a real estate, normal mortgage rate, and normally sign the contract online and so on.

2) If a talents is not registered as permanent resident in Hainan, but he or she pays individual income tax or social in Hainan.

After paying personal income tax or social insurance premium for two years in Hainan, you can normally buy a real estate with 70% down payment. To purchase a real estate in main urban areas of Haikou, west coast and Haidian island require five years of social insurance premium or personal income tax payment. 

(4) Employees from designated Enterprises in Hainan

Each employee from designated companies in Hainan can buy one real estate without settlement and without paying personal income tax or social security.

2、 Car purchase policy consulting service

(1) New energy car purchase qualification

The qualification conditions of new energy passenger cars applied by enterprises and individuals are not subject to the “Hainan Regulation and Management Methods of Passenger Cars (Trial)”. 

(2) Common car purchase qualification

If local resident live in Hainan province does not have a passenger car registered under his/her name in Hainan province, and there is no other motor vehicle that should be scrapped and has not been deregistered, , He/she can apply to the regulation and control administrative agency of the place of domicile or of habitual residence for an incremental plate with a valid motor vehicle driving license issued by the traffic administrative department of the public security bureau. Local resident live in Hainan province include:

1) Persons with household registration in this province;

2) Officers, civilian personnel and non-commissioned officers on duty in the Military Force in Hainan;

3) Hong Kong, Macao, Taiwan residents and foreigners who hold valid identity documents and have resided in Hainan province for two consecutive years or more;

4) Non-domiciled persons of Hainan province who hold valid residence permit of Hainan province and have paid social insurance in Hainan province for a total of 48 months or 24 months in the past 8 years. (If the payment is missed due to non-personal reasons, the period of supplementary payment approved by the social insurance institution reaches 48 months in total or 24 months in a row within 8 years).

5) Non-domiciled persons of Hainan province who hold valid residence permit of Hainan province and have paid individual income tax in Hainan province in the past 24 months (including) continuously.

3、 Children's education policy consulting service

4、 Medical policy

(1) Talents with foreign nationality or registered permanent residents in other provinces working in Hainan province shall participate in the basic medical insurance in accordance with regulations; The talented person that is flexible employment, can choose to join urban basic medical insurance or rural basic medical insurance, and enjoy corresponding treatment of medical insurance.

(2) To better serve the construction of free trade port in Hainan, Hainan break restriction of the nationality and resident registration on medical security system, If the talents’ family has got the residence permit or with one's status as a student in our province, they can take part in urban and rural residents basic medical insurance, and enjoy the same treatment with local.

For high-level talents, in addition to benefit the basic medical insurance stipulated in the "Regulations of Hainan Province on The Basic Medical Insurance for Urban Employees" and its implementation rules, they may also enjoy the following policies:

1) For high-level talents who have not participated in the basic medical insurance for urban employees of Hainan province or have participated in the insurance continuously for less than 12 months, the employer could pay the basic medical insurance premiums for 12 months in a lump sum and enjoy the corresponding basic medical insurance benefits according to the status of on-the-job employees starting from the next month.

2) The full-time imported masters and outstanding talents shall be included in the scope of medical and health care services provided by the Provincial Health Care Commission, and shall enjoy the corresponding medical and health care services provided by the government according to the standard of 20,000 Yuan for master talent and 10,000 Yuan for outstanding talent per year.

3) Full-time workers in Hainan of the above top talent, talent development of provincial party committee and the provincial health bureau buy their commercial group health insurance, premium standard is 3000, 6000, 8000 and 10000 Yuan, for guarantee of the basic medical insurance system of medical needs, to further improve medical support capability of high-level talents.

(4) Entrepreneurial talents who lead and start businesses

Requirements: Those with permanent residence outside the province and under 55 years of age shall lead and start a business in this province, whose products conform to the province’s 12 key industry support directions, and are the main founders of the enterprises where they are located, and their actual contributions shall not be less than Entrepreneurial talents worth 1.5 million yuan (excluding technology shares) can apply for settlement. 

(5) Talents who have won innovation and entrepreneurship awards, and talents who have won awards in skills competitions

Requirements: talents under 40 years old (inclusive) who have won innovation and entrepreneurship awards settle down 

(6) Talents with university degree or above (intermediate title or above, technician, senior engineer)

Requirements:

Condition 1: Under 55 years of age, obtain a full-time undergraduate degree or above, or intermediate professional and technical titles or above, or technician and above vocational qualifications;

Condition 2: Under 45 years of age, obtain a full-time college degree or senior professional qualification or practice qualifications.

(10) High-income, high-tax-paying talents

(11) "985 Project" and "211 Project"university graduates

(13) University and vocational school graduates or graduates of bachelor degree or above who have returned from studying abroad

       Requirements: University and vocational school graduates or graduates of undergraduate degree or above who have returned from studying abroad can apply for settlement.

(14) Legal representative of a company under 55 years of age, establishing a company in our city, and operating continuously for more than 5 years

       Requirements: Legal representative of a company under 55 years of age, who has established a business in our city, and has been in business for more than 5 years can apply for settlement.

(15) Full-time undergraduate or above talents within three years of leaving school

       Requirements: full-time bachelor degree or above, no more than 3 years from graduation to the day of application settlement.
